If you are in the USA on a nonimmigrant visa and want to change your status to a student (F1), you must first apply in as USCIS- approved institution in the USA. As soon as the schools accepts as foreign national student ask them to send you a USCIS form I-20 A-B/IID (Certificate of Eligibility for Nonimmigrant (F-1) Student Status - for Academic and Language Students). Along with this also submit an USCIS form I-539(Application to Extend/Change Nonimmigrant Status) at USCIS (US Citizenship and Immigration Services). This approval needs confirmation of financial resources required to support your education.
If your studies are not completed before the expiration date on the I-20 form, you can apply for an extension of at least 30 days before the expiration date. But it has a condition that the student has to submit academic or medical reasons.
But if you are into the process of change of degree program i.e. if you are changing from undergraduate to graduate degree program you will need to renew I-20 within 15 days of beginning of the new program. Except change of major no other change is required.
